Concrete interlocking tiles from the 1950s to 1970s were a genuinely good product, but they have a service life. As they age the material absorbs water rather than shedding it, the surface spalls in frost, and the nibs and nails holding them corrode until units start slipping.

Brittle underfelt behind the covering
The bitumen felt used across new town housing was never intended to last seventy years. It hardens, cracks and tears along the batten lines, and once it has gone the covering is doing the whole job on its own.
That matters because a tile roof is not watertight by itself, it sheds the bulk of the water and relies on the underlay to catch what gets past in wind-driven rain. When the felt has failed, the same storm that used to cause nothing now puts water into the loft. At that point repeated patching is money spent twice, and we will say so.
Flat roofs built without a fall
Basildon has an unusually high number of flat roofs, garages, link extensions, canopies, porches and later owner-built extensions. A great many were laid essentially level, so instead of draining they hold a pond in the middle after every downpour.
Standing water finds every weakness. Old three-layer felt splits at the seams, blisters in summer heat and cracks in winter frost, and each patch lasts less time than the one before.
